[WSIS CS-Plenary] official launch of charter

Dear Colleagues,

Time is flying and we are already a week and a half into PrepCom 3. I 
strongly recommend that we finalize and launch the Civil Society 
Plenary charter or document on rules and procedures (CSP) today.
