Dear Bertrand, dear All,
This question is rather an important one.
When we refere to the issue paper published for the
Launch Meeting 4th October in NY, it is impossible to
know who drafted it (an independant expert team ?
Officials from UNDP? NY Academics ? where is the
expected need to involve de CS ? I shall come back
with proposals consisting on comments on this paper.
Concerning the selection of the UN TFFM team it seems
that including the Chairman and his assistant, two
third are representaves of states and NGOs, one third
shared between Private sector and CS representatives.
Why such approch ? who participate to the selection ?
on which criteria ?

Si on se rèfère au document de position proposé pour
le lancement des débats du 4 octobre à NY, il est
impossible de savoir qui l'a rédigé : une équipe
d'expert indépendant ? des fonctionnaires du PNUD ?
des professeurs d'une université américaine , toujours
est-il que nous sommes loin d'une soi-disante volonté
d'impliquer la SC dès le démarrage du processus... je
reviendrais plus longuement sur l'analyse du document
et les commentaires que cela suscite.
En ce qui concerne la sélection des membres, un
premier examen montre que l'administrateur du PNUD et
son assistant inclus, la liste se compose des deux
tiers de représentants des gouvernements et des OIG et
le dernier tiers est réparti entre les représentant du
secteur privé et de la société civile. Pourquoi une
telle approche ? qui a participé à la sélection et
selon quel critère ?
Nous attendons des clarifications.
