The Directorate General of Human Rights of the Council of Europe together
with the Ministry of Foreign Affairs of Armenia, is organising a
Pan-European Forum on "Human Rights in the Information Society: Empowering
children and young people". The aim is to ensure that  children and young
people  have the skills and knowledge to deal with on-line content and
communications in full respect of their human rights.

The Forum will take place in Yerevan on 5 and 6 October 2006. Please take a

Introduction 

The Council of Europe is organising, in cooperation with the Ministry of
Foreign Affairs of Armenia and the Information Technologies Foundation of
Armenia aPan-European Forum on ³Human Rights in the Information Society:
Empowering children and young people² which will take place at in Yerevan,
Armenia, on 5 and 6 October 2006 .

Interested representatives of states, industry (e.g. internet service
providers, mobile phone operators, gaming industry, etc), civil society and
the media, as well as other organisations, institutions and experts, are
invited to take part in this Forum.

To register for this event you are required to complete the on-line
registration form found on the Forum website of the Information Technologies
Foundation of Armenia at http://www.coeforumis.am/ .

In the light of the Council of Europe¹s priorities concerning the protection
of children, the Forum will consider the ways and means to best inform and
equip children and young people, and also their educators, with the skills
needed to exercise their human rights as well as to responsibly deal with
on-line content and behaviours carrying a risk of harm. In this context, the
Forum aims to encourage and facilitate multi-stakeholder dialogue and action
in the field of media education, in particular with regard to common
educational standards, best practices and human rights awareness.

the motivations and conduct of children and young people; the emerging
trends in on-line and related off-line content and behaviours; the key
actors who impact on these trends; application of human rights; democratic

information literacy and what is its relationship with media literacy; what
are the core elements of existing literacy training programmes?

human rights integrated into current methods to inform and equip children
and young people; the (variations in the) meaning and definition of
empowerment: autonomy, responsibility, access; what should be the core
elements of future literacy training programmes?

young people and their educators - a review of best practices

Moderator: Mr. Abdelaziz Abid , Senior Programme Specialist, Information
Society Division - Universal Access and Preservation Section (CI/INF/UAP),
UNESCO 

This session, which will include a moderator and several panellists with
participation from the audience, could include reference to: best practices;
understanding what is meaningful and effective empowerment; how to measure
and evaluate the efficacy of empowerment practices and policies; how do we
make sure that children, young people and their educators are well informed
and skilled?; human rights; policy makers and the private sector using
literacy in risk management, with regard to the notion of  safe management,
trust-building and accountability of stakeholders.
