En el marco del IV Congreso Mundial de Derecho
Informático, del 13 al 15 de octubre tuvo lugar el
Taller sobre Internet Governance en América Latina
(evento de la UNICT-TF LAC.) en Cusco, Perú. Su
objetivo principal fue fomentar el diálogo sobre estas
temáticas en la región.

Invitation to participate in an online forum on
Financial Mechanisms for Information and Communication
Technologies for Development. The World Summit on the
Information Society, which took place in December
2003, requested the Secretary-General of the United
Nations to setup a task force to review the adequacy
of existing financial mechanisms to meet the
challenges of ICT for Development by the end of
December 2004.

guiding principle for the WSIS process and we hope
that this new form of interaction among different
stakeholders will lead to more efficiency and to
further innovations in the emerging new global
diplomacy of the 21st century.

meeting. Now you have the completed Report on the
first meeting of the "Group of Friends of the Chair"
(GFC) held in Geneva on Friday 22 October 2004. It was
jointly prepared and drafted by Wolfgang Kleinwächter,
Ramin Kaweh and Viola Krebs, and in agreement with
Renate Bloem.

GUIDELINES FOR EVALUATING NON-PROFIT COMMUNICATIONS
EFFORTS
Written by the Communications Consortium Media Center
(CCMC), this final working paper summarises the main
findings of the first four Working Papers and offers
guidelines for the evaluation of nonprofit
communications efforts. This paper provides draft
evaluation guidelines; tips on how to apply the
guidelines to communications campaigns of various
sizes, a discussion about the theories of change
needed to conduct an evaluation, and an outline of
both behaviour change and policy change communications
campaigns.

AN EVALUATION OF 15 ACCESS RADIO PROJECTS

recruited many hundreds of volunteers and provided
training for most of them in radio and ICT skills.
This capacity to attract participation by members of
local communities makes Access Radio attractive to
regeneration and development agencies. There has been
a growing tendency towards individual training or
mentoring.
