Confirmed so far is only that the PrepCom3 will re-convene in Geneva
from 10 to 14 November. Even this is depending on the availability of
ressources. 
There was an official decision in the plenary on Friday evening to also
have another PrepCom meeting (or a smaller high-level officials
meeting?) right before the summit. I guess this will be finally decided
in November, as the plenary then is souvereign to make new decisions.

For November yes, as it officially is just the continuation of PrepCom3.
I guess you don't even have to register newly. For December, everything
is still unclear I would say.

But after the chaotic end of PrepCom3, who knows what will be? ;-)
