I think most of the Latin American comments you highlight have been taken 
into account as they were already sent to the CM list by Gustavo and Fernando.

In particular the final version includes:

- specific reference to the problem of discriminatory legal frameworks
- a clear call for the reservation of spectrum for community broadcasting
- "the radio frequency spectrum is a natural resource ... " (from Gustavo's 
text)
- reference to the important of a diverse and pluralist media environment
- several references to community media and broadcasting (not just radio)
- emphasis on the gender perspective

There are two substantive points in your amendments which are missed:

- there is no specific reference to analogue and digital frequencies, 
although this is implicit in the call for equitable access and reservation 
of spectrum

- there is no reference to free software, although this will be covered in 
the main civil society statement and most certainly by the free software 
lobby themselves

Several of the longer comments are specific references to the OAS special 
rapporteur report. The CM statement avoids any specific regional references 
and it would not be appropriate to include these quotations without also, 
for example, referencing the African Broadcasting Charter or other regional 
texts which support community media. This would make the document a very 
much longer and less succinct text. It is best, as Gustavo suggested, that 
these commentaries are used as background argumentation by the Latin 
American delegation. See..
