Dear members of the Bureau,

Following the decision of the governmental Bureau who met last Tuesday, Prepcom 3 will reconvene from 10 to 14 November 2003.  

This meeting will be referred to as the “Resumed Session of Prepcom 3” and will be aimed at reaching an agreement between governments who have dissenting views on issues such as Internet governance and security, as well as financial mechanisms for implementation.  To facilitate consensus, the President of the Prepcom has been given the mandate to undertake a series of open-ended consultations to be held in Geneva on 20, 30 and 31 November.

The Resumed Session of Prepcom 3 raises the issue of participation from developing countries and civil society.  At this stage, no fellowships are available for their travel and accommodation in Geneva during this 5-day meeting.  The CS Division will discuss this issue with the President of the Prepcom, drawing his attention on the need to recognize and facilitate the inclusion of civil society input in the Declaration and Plan of Action.   

Taking into account the specific objective of this Resumed Session, we believe that the Content and Themes group should closely examine the contentious issues that delay governmental consensus.  Given the time and financial constraints, the Contents and Themes group and the CS Bureau must act quickly in order to bring civil society views to the fore.
