Paulo manifiesta que adicionaría observaciones sobre el tema de costos en relación a las TIC y sobre el tema de gobernabilidad. 
Para ello, nos envía el texto que trabajaron en Brasil al respecto.  Se los envío en portugués porque no me da tiempo de traducirlo 
ahora.
