Bonjour Francis et félicitations...
C'est un acquis important, Malheureusement, je ne peux
partager ton enthousiasme 20 bourses c'est un os qu'on
donne à la société civile pour s'entredéchirer ... je
ne partage pas du tout cette approche.
Si tu veux une proposition honnête il faut que l'UE
accepte de financer par l'intermédiaire de ses
représentation sur le terrain 1 participant de la
société civile en provenance de chacun des 51 PMA
(pays les moins avancés) à charge pour les
représentations de l'UE de vérifier que les
bénéficiares sont crédibles et effectivement concernés
par les débats sur la société de l'information (bien
sûr que les repsentants d'ACSIS pour ce qui concerne
l'Afrique peuvent être impliqués.
Le combat est de pouvoir négocier en même temps et si
possible au même lieu et dans la transparence avec le
PNUD, l'UNESCO, l'UIT de la chose.
Les initiatives individuelles sont à saluer mais elles
ont des limites
