I totally aggree with your comments. It is supposed to
be the aim of each of us....
Unfortunately "US" has not the same meaning for those
among us who have ressources and support and the
others.
I know that many African associations would like to be
more pro-active but they have not ressources for that
and we do think how to deal with such a problem.
Here in paris discussion each Action Lines the
participants refuse to take into account financial
aspects and integrate this problem in multipartnariat
issues; Governments representatives as well as secteur
private or UN Agencies prefere to leave this financial
issues to the good will of donnors, donnors give more
easly to bif NGOs ans Associations well known and
things are turning arrond without end !

Je partage complètement vos commentaires et analyses.
Votre vision et vos preoccupations devraient et sont
celles de chacune et de chacun d'entre nous.
Par rapport aux statuts des uns et des autres dans ce
processus je sais que beaucoup d'association pauvres
font de leur mieux pour participer sans ressources aux
processus et lorsqu'on soulève ce problème dans des
rencontres comme celles de l'Unesco Paris on est
immédiatement renvoyés  à trouver des solutions dans
le cadre du multipartenariat et règler les problèmes
selon des rapports de force, au cas par cas et selon
le bon vouloir des donnateurs qui ne donnent en
priorité qu'aux associations ayant des références et
des accointances.... c'est le cercle vicieux et nous
devons lutter pour faire avancer les choses.
