The CSB has not been hand picked by govermements or international 
organizations as
it was  the case wtih
the  Task Force on Financing Mechanims, the WGIG,
the MAG of the Internet Forum, or the advisory board of the Global Alliance,

I was expecting the worse after the ECOSOC session last July in
Geneva, but today I was pleasantly surprised/
At UNESCO, things are evolving into the right direction.
CS representatives have the possibilty to intervene, and their suggestion
are noted, in the same way as governments and private sector.
The representative from Egypt tried to bring some procedural issues
to slow down the multistakeholder approach, but he was outnumbered
and finally gave up.
All stakeholders present in the room were called to approve
the selection of UNESCO as the lead agency for the C3 action line.
Plathe  mentionnend that the recognition of one NGO : APC as
a co-facilator of the C2 action line was an exemple of the multi-stakeholder
approach.

My best advice if you do not want to stay quiet is to start
to form a CSB at your own national level or regional level,
to defend the procedural rights of your own civil society,
both at an international level and national level.
Your national CSB being as an antenna ( working both
ways ) of the international CSB in Geneva.
Think a little about it, but
in countries where  CS is facing difficulties,
national CSBs would be quite helpfull.

In my view, formation of national and regional CSBs are necessary steps
 in the  review of the international CSB, 
as a natural evolution because
we are reaching the most exciting phase of the WSIS : implementation.
The formation of national and regional CSB would increase
1/ the efficiency of the implementation,
2/ the inclusive participation of people that have not the
capablitity to travel to Geneva, Paris, New York,
Kuala lumpur, Beijing or Athens.

As we say in French:
La critique est facile, l'art is difficile
Criticism is easy, but art is difficult.

Do we really want to bridge the digital divide ?
