[WSIS CS-Plenary] PrepcomIII "suspended" until Tunis, "negotiation group" continues

Karklins later confirmed that this negotiation group will be closed to 
observers. We should have grabbed our bags and left the room in that 
second, I thought afterwards. In the first phase of WSIS, they at least 
re-convened as PrepCom, and we could still give our input.

That means they treat Internet Governance different than the normal summit 
process. We will probably be able to particpate there, and Khan actually 
thanked civil society and the private sector for their great contributions.

So:
1. They have not agreed on Internet Governance
2. They have nit agreed on follow up
3. They are excluding us worse than ever

What should be our reaction?
