[WSIS CS-Plenary] statement on follow up for WSIS

Parminder,

This is a good statement and a good suggestion---a commission seems like the
right formulation for addressing the broad agenda of IS issues.  There is of
course a political reality to be confronted: with this, there are are now
three proposals on the table for new post-WSIS institutions: the commission,
the IG Forum, and the Global Alliance.  It's a fair bet that governments are
not going to agree to launch three new bodies, so some set of proponents is
going to be disappointed.

For the benefit of those of us who have been sucked into the black hole that
is IG and are unable to follow SubCom B, could you perhaps explain how the
commission concept, or related suggestions for post-WSIS coordination, are
being addressed?  Are governments actively considering something along the
lines you suggest?  Have they indicated strong bargaining positions?
