[WSIS CS-Plenary] Revised proposed rules of procedures for Drafting groups

Please find attached the revised ( just small revisions ) version
after the input of various stakeholders,
ot the rules of procedures for Drafting groups, to be
submitted for approval for the Plenary or C&T plenary.

This could be useful for PrepCom3A ( ? ), the follow up
and other UN summits.
