Dear Rick,
As in all cases, definitions are a key issue. As yet, there is no universally
acceptable definition of certain basic terms relative to the security debat, to
wit: "terrorism". We should proceed with all care as you suggest below; however,
that does not relieve states of their responsibilities as described by Clarke.
