[WSIS CS-Plenary] CS Statement on participation: E/F/S

Dear all,

Please find attached the Civil Society Statement on participation as 
discussed in the Content and Themes meeting Sep 26th.

The statements are in DRAFT format, and in english, spanish and french.

An update will be posted after tonight's content and themes meeting as to 
the status of the document, whether or not further comments should be taken 
etc.

Many, many thanks for the rapid efforts of conchita poncini for the french 
translation, alexandra from CONGO for the spanish translation, and philippe 
for checking over both, printing and photocopying them all for us.
