Dear Francis,

Would it be possible for you to use another format than PDF? I am not able to open it or read it from the screen reading program I use. PDF and JPG files are all pictures and screen reading programs for blind people do not read picture, either as in picture formats or at web sites.

Hello

This is a language proposal for implementation that I submitted informally to several governements for consideration,  in my personnal capacity, before session of sub-com B ended so that they could think over it during the weekend.

As you know, after GFC7, see my previous comments, The WSIS in a great danger of not having a coordinated follow-up, which would make the whole WSIS a useless conference of empty words.

Whenever I discussed with the governements, many replied, OK for a multistakeholder coord. body, but unless you define its composition it is hot air.
Therefore, I tentatively propose to use bodies that they know, therefore with some credibility and legitimacy from their own perspective :
the Governemental bureau, the CSB and the CCBI, otherwise I am afraid we are going to be left with no coordination at all.

Of course, it is just a draft, a starting point, and by no means I presented it as the opinion of the whole civil society ( if this notion has any sense at all ), or any group ( until we have time to discuss it).

I am now just being kicked from the Cybercafé !
