Hi McTim,

Indeed, there has never been an understanding within the Internet Governance
Caucus that our coordinators should not express their own views, just like
any other member.  People either agree with these views or they don't, and
if there is no consensus, there is no decision.   I don't believe that Adam
or Jeanette would have agreed to take on this thankless task if swallowing
their views had been a precondition, and I don't recall anyone previously
suggesting that this should now be the arrangement.  I don't know the
details of how every other caucus and working group organizes itself
internally, but looking at the list of coordinators or focal points at
http://www.wsis-cs.org/caucuses.html it does appear that most have been
active and express their own views as well.  So a) there absolutely no
precedent or rule that the IG caucus coordinators cannot express their
views, and b) it's not obvious that any other group operates on this basis,
either.

Adam and Jeanette were elected caucus coordinators at the 2003 summit.  They
remained in these positions by acclimation when we revisited the question in
phase 2.  To my knowledge, they enjoy the strong support of everyone who has
been involved previously (which I guess makes them all "elites").
