[WSIS CS-Plenary] speaking slots for summit

Actually, we have been discussing this subject at the Working Methods
Working Group for some time now, and plan to spend a good part of
next week on this. We plan to have a recommendation on how to manage
the selection process for the numerous slots to present to plenary
and the bureau asap.
