As Beijing + 10 is upon us, we want to share some important information
with you:
ACCESS TO UN:
Between 5000-6000 people registered for Beijing 10 and 680 organizations
sought accreditation. Therefore, because of space and security concerns,
each accredited organization will receive only two passes- which *are*
transferable to access Conference Room 2, which is where the official
sessions will be held. All those accredited can be in the UN building,
attending side events or other meetings but organizations can only have
two people at any one time in Conference Room 2. Overflow rooms will be
set up with AV to transmit the proceedings whenever possible.
Since there are serious space restrictions in the main conference room,
government delegations¹ access will also be severely limited, and if the
room gets full, NGO access might be made more restrictive. Alternatively,
if there are no space problems after the first days, UN Security may
eliminate the pass system.
REGISTERING AND OBTAINING PASSES:
Because of the large numbers of people expected to arrive in New York this
week, the UN pass office will add extra hours for Beijing 10 registration.
According to the Bureau, the pass office will be open:
* Friday, Feb 25 from 10 am.
* Sunday, Feb 27 from 10am - 10pm
* Monday, Feb 28 opens at 7:30.
It is recommended that if at all possible, you register early, as Monday
morning lines might be very long. Note that ECOSOC accredited
representatives will also need to register.
The two passes for each organization will be given to the first two people
who register from the accredited NGO. Please remember to bring the
confirmation letters you received and photo ID.

POLITICAL DECLARATION and RESOLUTIONS:
A political declaration will be negotiated as the outcome from the
CSW. The CSW Bureau has not released text of its draft yet, but is
expected to do so this week. The Bureau is in bilateral discussions with
states now, and they seek to have agreement on the draft by the end of the
first week of the CSW.
The Bureau is aiming for text that will be about one page and that will
reaffirm the Beijing Platform and the Beijing + 5 Outcome Document and call
for implementation, as well as link the Beijing Platform to the Millennium
Summit process. They have stated they do not want a document that will
focus on specific issues; they are seeking ³spirit of cooperation² and ³the
strongest commonality² and do not want to ³load the document² with detail.
The Bureau wants to have this short, concise outcome document agreed upon
in the first week of the CSW so that governments can announce it for March
8th.
The Bureau wants to focus on resolutions during the second week of the CSW.
It seems that the Women and AIDS resolution will not go forward this year
but will be introduced by SADC in 2006. The US is putting forth a
resolution on trafficking and will put forth a resolution on women's
economic empowerment. Other resolutions expected: Gender mainstreaming (UK
and Bangladesh); women in Palestine (Egypt); possible resolution on women
in Afghanistan (sponsored by the EU).
SIDE EVENTS:
Side events sponsored by UN agencies will generally happen inside the UN
while most NGO side events will take place at the Church Center (CCUN)
across from the UN. People do not need to be accredited for access to the
Church Center, but will need to bring photo ID to get into the
