Indeed this has been reasons why there is no consensus on specific issues
within WSIS CS Internet Governance except self-claimed "consensus" on
reluctant support for ICANN in this list as the best solution of Internet
Governance mechanism.

BTW, how could you measure such consensus, "we are concerned in
ICANN but at least that is the best option so far", in the name of this
caucus?

This principle has been forced within the Internet Governance caucus
for two years. Can you believe there is no consensus on root-server
control issue within civil society for two years?

Can you find difference between prevailing views expressed by prevailing
participants at WSIS and minority views expressed by minority participants
from the marginalized world in Internet Governance debate at WSIS?

The weight for two parties should be the same according to my math.

This is really interesting.

Could you please "specify" what were differences between private sector
positions and so-called civil society positions at WSIS now?

I see them almost "identical". Isn't it strange? It doesn't surprise me,
though.
