[WSIS CS-Plenary] CS Bureau document on summit modalities

Hi all,

based on the feedback since last Friday, Viola and I have drafted a new 
version of the bureau document on the summit modalities.
As I understand it, it will be submitted for adoption to the CS plenary 
tomorrow morning. (FYI: The European Caucus will also discuss and 
hopefully adopt it later tomorrow).

French translation is coming later, I hope.
