[WSIS CS-Plenary] accreditation to the WSIS Prepcom II for ECOSOC NGOs

Renata wanted NGOs with Consultative Status with ECOSOC to know that 
they need to go to the ITU Montbrillant building and get a WSIS Prepcom 
II badge.  They will not be admitted to the Prepcom meetings without a 
WSIS Prepcom II badge; their regular Geneva UN passes are not enough.
