  Peters, I appreciate your reflections.  The personal issues, (eba,oil and pepper) I will answer in a seperate and personal mail.  
   
   
  After the first phase of the WSIS in Geneva, we did an evaluation.  I will repost the questions in a second mail to the Africa list.
   
  I do agree that capacity building is capital.  I also think that a huge chunk of it can actually be done online.  These days, ICT has offered numerous benefits that can help us save on travels and gartherings.
