Dear Linda and all,

As stated in our paragraphs what is meant is access to scientific information and knowledge by consumers and health professionals.  I was not referring to individual physical and mental health records, which is addressed in the privacy paragraph we submitted for the health section.  The access would be made possible via ICT which would need to be supported by the allocation of government and other community resources. 

Hopefully, this further clarifies.

I ask because "insurance" in the present context is intended as a general placeholder for reimbursement  or underwriting systems and strategies..

Linda and all,

The issue is not about insurance per se, and good that you brought it up, as most developing countries do not have practitioners in the traditional sense, but local health clinics, especially for the poor which do not have resources for mental health services for families children, and victims of violence.  My reference  applies to government resources for access to information and services, of which the health insurance issue is but only one issue.
