"I am thinking if UN should create a WIF task force
(World Internet Freedom task force) to avoid this kind of violation to
Human Rights on Internet."

There is a healthy network internationally, of media freedom organisations
who are adept at responding to and pro-actively working against the
possibility of these kinds of violations happening. They would agree with
you. They get their mandate from ARTICLE 19 of the Universal Declaration of
Human Rights. Since the start of the Internet they have done a great deal of
work on 'Internet Freedom'. This is a logical extension of their media
freedom work.
It is difficult work, and many governments, and other organisations, resist
freedom of expression. Many information and communication professionals
(journalists and internet communicators) die every month as a result of
their efforts to ensure freedom of expression and it's logical extensions,
such as truthful, balanced reporting.
That's why it's very strange that the WSIS civil society nominations to the
Working Group on Internet Governance, did not include a media
representative, though veteran experts in this field were offered to civil
society, by the Media caucus.
