Just recently the "Voluntary Digital Solidarity Fond" has been established. The legal form is a foundation, based in Geneva. Guy Olivier Segond, former Chair of the Canton of Geneva is the president with a Vice President from Senegal. The secretary is Alain Clerc, former liaison of the WSIS CS Secretariat to CS Plenary. The charter will be ratified on a meeting in November 2004. The initiative is mostly supported by the group of cities (mainky french speaking) which organized the City Summit in Lyon on the eve of WSIS II. There will be another City Summit in November 2005 in Bilbao, one week before Tunis.
