Dear Civil Society Colleagues

The WSIS African Caucus has taken steps to formalise its role as a liaison
point for global civil society and for African stakeholders including
Governments. We all understand that Africa has a great deal at stake in
debates around a global information society and concepts like digital
solidarity that may drive a levelling process for Africa as a global
participant. At African Caucus level there has been much debate about
whether or not it is desirable, even possible to develop a structure. A
decision has been taken to form the structure because although WSIS is only
an event and our work will extend beyond the event, both the event and the
future of ICT development in Africa will need to be a multi-stakeholder one.
WSIS is essentially an intergovernmental event and while the Tunisians, as
with the Swiss, are most open to including civil society, many governments
are against this. We have therefore formed ACSIS (African Civil Society for
the Information Society) so there can be no doubt as to the liaison point
for dialogue with African Civil society.

The structure has a general co-ordinator, six sub-regional co-ordinators and
six advisory level people who form a cabinet. Fifty-three national focal
points will feed into the structure from their particular contexts. The

conceptualises the second phase of WSIS, the structure of African Civil
society and an as yet incomplete work plan for ACSIS.

Le Comité africain de WSIS a pris des mesures pour formaliser son rôle comme
point de liaison pour la société civile globale et pour les dépositaires
africains comprenant des gouvernements. Nous tous avons appris que l'Afrique
a beaucoup en jeu au cours des discussions autour d'une société globale et
des concepts de l'information comme la solidarité numérique qui peut
conduire un processus de mise à niveau pour l'Afrique en tant que
