[WSIS CS-Plenary] Plenary on Sept 26 Extends Prepcom III to Nov 10-14

A plenary on September 26, 2003 took place from about 5:15pm to 
10:00pm.  States agreed on the documents that would be the basis of 
future negotiations, with some discussion of how to include input not 
included in the documents.   More importantly, it was decided that the 
PrepCom III would be "reconvened" from 10-14 November, 2003 in order to 
complete preparation of texts for the December Summit.  It was unclear 
at this time whether or not there would be an additional meeting from 
7-9 December, as originally proposed by the Bureau.
