[WSIS CS-Plenary] proposal for mechanism for achieving consensus on the civil society document

Hi

Please find attached the proposal for a mechanism for achieving consensus
on the civil society document that was was agreed at the meeting of the
content and themes group this evening.

It is for discussion at tomorrow's Civil Society Plenary alongside the
proposal coming from Bill (I think) for a framework for the civil society
document.

The document is only available in english at the moment. If there is any
chance of translation that would be great.
