[WSIS CS-Plenary] cross-cutting issues for CS Declaration

Hi all,

Would like to suggest too that we consider what we envision is Civil Society's 
role in the design, management and control over all ICT-related resources, 
policies and programmes, and mechanisms (for e.g. in this proposed Digital 
Solidarity Fund and others).
