[WSIS CS-Plenary] Endorse: CS Statement on Declaration

A report from the main hall:

It has just been announced just now (9:25 pm) that the intergovernmental
session is suspended as we are waiting for the latest draft of the Draft
Declaration.

It will be released at about 10:30 or 11:00 tonight in English, then
translated for it to be ready tomorrow.

There are still numnerous paragraphs and phrases in brackets. There are
still negotiations to be done tomorrow morning... its still far from a
consensus document.
