[WSIS CS-Plenary] "Indigenous Peoples": correct wording

*Please EXCLUSIVELY use the term "Indigenous Peoples" (with an "s" in 
the end).*

"Indigenous People" (without s in the end) for us is not acceptable, let 
alone "Indigenous Populations"! Both are still use even among civil 
society members here at PrepCom-3.

This terminology is subject to fierce political debates, mainly in the 
context of the negotiations on the "Draft UN Declaration on Indigenous 
Peoples" and the UNHCHR.

As you may have realised, the USA consequently oppose the use of 
"Indigenous Peoples" and always ask the deletion of the s.

(The background is that "Peoples" referes to the "right of 
self-determination of peoples" of the UN Charta. The issue is mainly 
relevant in english; "peoples" means "Völker" in german or "peuples" in 
french, whereas "people" means "Personen" in german or "persone" in french.)
