Dear Sir/Madam,
I am enclosing the 1st newsletter for the "II World Summit of Cities and
Local Authorities on the Information Society", which is to take place in
Bilbao on 9 - 11 November 2005 next.
This Summit represents an opportunity to take part in a global reflection
process, the World Summit on the Information Society, which is going to
mark a turning point as regards how to approach a new age of economic and
social development based on the Information and Knowledge Society and the
role of the Local Authorities faced with large worldwide challenges. In the
same way, it will enable the Local Authorities to share their experiences
and to obtain a complete vision of what is being done in other cities and
regions on this matter.
We believe that the presence at this event of the highest number of
political and technical representatives of Local Authorities, and of the
associations and networks in which they participate, is absolutely
essential in order to place the contribution of local level institutions
towards the full development of the Information Society where it deserves
to be.
Therefore, we would be most grateful if you could disseminate it among your
associate members and any other contacts that you consider might be
interested in the goals of the Bilbao World Summit.

Je vous prie de trouver ci-joint le premier bulletin d’informations
relatif au "IIème Sommet Mondial des Villes et des Pouvoirs Locaux sur la
Société de l’Information", qui se tiendra à Bilbao du 9 au 11 novembre
prochains.
Ce Sommet représente une opportunité de participer à un processus global
de réflexion, le Sommet Mondial sur la Société de l’Information marquant
un tournant dans la manière d’appréhender une nouvelle ère de
développement économique et social, basée sur la Société de
l’Information et sur la Connaissance du rôle des Pouvoirs Locaux face aux
grands défis mondiaux. A ce titre, cet événement permettra aux Autorités
Locales de partager leurs expériences et d’avoir une vision complète des
projets en cours, dans ce domaine, dans les autres villes et régions du
monde.
Nous sommes persuadés que la présence du plus grand nombre de
représentants politiques et techniques des Pouvoirs Locaux à cet
événement, ainsi que des associations et réseaux auxquels ils
participent, est absolument indispensable. Nous serons ainsi à même
d’évaluer la contribution des pouvoirs locaux au développement optimal
de la Société de l’Information afin de lui octroyer la place qui lui
revient.
C’est pourquoi nous vous serions très reconnaissants de diffuser ce
bulletin auprès de vos associés et des contacts qui, selon vous,
seraient susceptibles d’être intéressés par les objectifs que le Sommet
Mondial de Bilbao s’est fixé.

AUTHORITIES ON THE INFORMATION
SOCIETY
"Local Authorities building an
Information Society for all"
Bilbao, 9-11 November 2005
Only 56 days to the Bilbao Summit!
On 9, 10 and 11 November, some 2,000
political and technical
representatives of cities and
regions all around the world,
together with companies and other
organisations that collaborate in
the development of the Information
Society at the local level, will
gather in Bilbao at the "II World
Summit of Cities and Local
Authorities on the Information
Society".
The slogan for the Summit, "Local
Authorities building an Information
Society for all", is a good example
of what we are seeking to do through
this Summit: achieve an overall
vision of the cities and regions on
this crucial issue for our economic
development and social welfare,
learn about local best practices
and, above all, begin a process of
local Cooperation and Solidarity
which is used so that no territory
and no person is left outside the
possibilities offered by these
technologies.

information about this Summit. In

the future of our cities and

Why come to Bilbao? What does taking
part in the Bilbao Summit contribute
to a Local Authority?
* To contribute towards
reinforcing the
international role of local
governments as key players
due to their closer
proximity to citizens and
their capability to meet
their requirements.
* An opportunity to learn
about successful experiences
of cities and regions from
all parts of the world
concerning the development
of the Information Society.
* To take part in what we
anticipate will be new
dynamic cooperation between
Local Authorities, in which
networking and solidarity
will be fey factors.
All this is part of the dynamics
created by the World Summit on the
Information Society, an initiative
promoted by the UN, and the first
time we have the opportunity, as
Local Authorities to take part in a
UN sponsored event.

Summit Structure and Programme
The Bilbao Summit will have the
following contents:
* A Plenary at which the
vision of the Local
Authorities on the
Information Society will be
discussed
* 16 Thematic Workshops at
which local best practices
will be presented
* An exhibition of local
initiatives and projects,
both regional and
international.
The main issues to be dealt with
will be Solidarity and Cooperation
on digital matters between the
different regions of the world, the
Financing of Information Society
development policies and Digital
Inclusion Policies.

Bilbao Declaration and Plan de
Action of the Local Authorities
The conclusion of the II World
Summit of Cities and Local
Authorities will be the adopting of
a final Declaration, which will be
known as the Bilbao Declaration.
This text will be the contribution
of the Local Authorities to the
second phase of the process of the
World Summit on the Information
Society. A delegation of elected
officials will present it
symbolically in Tunis (16-18
November 2005).
The Declaration will also have a
Plan de Action in which the Local
Authorities will define the courses
of work to be undertaken in the
2006-2015 period, so as to favour
the joint development of the
Information Society in their
territories.
Any Local Authority can take part in
the drawing up of the Declaration
and the Plan de Action. Click here

The road to Bilbao. The preparatory
process for the Summit
In order to prepare this Summit
suitably, an extensive number of
meetings, conferences and workshops
have been organised and participated
in, at which it has been possible to
count on the contribution of
experts, and especially of cities
and regions all around the world
with good practices in this field.

Important associations and networks
of Local Authorities are going to

locale, se runiront Bilbao lors du "
IIme Sommet Mondial des Villes et
des Pouvoirs Locaux sur la Socit de
l'Information ".
L'intitul du Sommet, " Les pouvoirs
locaux construisent une Socit de
l'Information pour tous ", expose
clairement l'objectif de ce Sommet :
obtenir une vision globale des
villes et des rgions sur ce sujet
crucial pour notre dveloppement
conomique et bien-tre social,
connatre les meilleures pratiques
locales et, surtout, nous engager
sur le chemin de la coopration et de
la solidarit locale, afin qu'aucun

Le IIme Sommet des Villes et des
Pouvoirs Locaux s'achvera par

qui portera le nom de Dclaration de
Bilbao. Ce texte reprsentera la
contribution des pouvoirs locaux la
deuxime phase du processus du Sommet
Mondial sur la Socit de
l'Information. Une dlgation d'lus
prsentera symboliquement cette
Dclaration lors du Sommet de Tunis
(16-18 novembre 2005).
La Dclaration s'accompagnera
galement d'un Plan d'Action travers
lequel les pouvoirs locaux dfiniront
les lignes de travail pour la priode
2006-2015 visant favoriser le
dveloppement commun de la Socit de
l'Information sur leurs territoires.
