        Propuesta de Plan de Trabajo para elaborar declaraciones
        alternativas o documentos de la Sociedad Civil.

        Existe un acuerdo en la idea de elaborar una declaración
        alternativa o una declaración de la Sociedad Civil basada en la
        abundancia de propuestas y contenidos que hemos producido sobre
        el último año.
        
        Lo que sigue es una propuesta de como ésta puede ser producida,
        según lo discutido en la primera reunión del grupo de trabajo el
        viernes. Será presentado al grupo de Contenidos y Temas para una
        dicusción adicional.Comentarios externos son bienvenidos.
         
        Criterio:
        
        El documento delineará y enriquecerá los contenidos producidos
        por la sociedad civil en el proceso de la CMSI, con los diversos
        documentos consensuados como base pero también sobre los
        documentos de los caucus y otros aportes.
        
        
        Se procurará reflejar una posición más bien de consenso total
        que una yuxtaposición de diversos aportes respecto a diferentes
        temas, los cuales requerirán una discusión adicional sobre
        algunos de ellos.
        
        Donde el consenso es díficil de alcanzar, no puede ser forzado,
        pero puede hacerse una referencia (dentro o fuera del texto
        principal), "desafío" que necesitará una discusión adicional en
        la próxima fase del proceso de la CMSI.
        
        El documento no intentará hacer mímica de la estructura de la
        declaración oficial ni será un comentario sobre él como tal
        (aunque la referencias se pueden hacer) sino que indicará los
        temas tal como la sociedad civil las prevé.
        
        El documento será concebido en ambos casos como contribución a
        la discusión dentro del proceso de la CMSI y para levantar
        conocimiento en los temas entre un grupo más amplio de
        organizaciones e individuos. Por lo tanto,debe ayudar a enmarcar
        los temas y a utilizar una lengua sencilla.
        
        La longitud no será necesariamente restringida, aunque si es
        apropiado puede producirse una versión resumida.
        
        Proceso de elaboración
        
        Se están haciendo una compilación de los documentos previos de
        la sociedad civil los cuales también serán  resumidos en un
        índice de temas. Un grupo de trabajo ha sido establecido  (la
        participación está abierta a terceros, incluyendo a aquellos que
        no se encuentren en Ginebra) que van primero a discutir la
        estructura del documento (usando el índice como base). Las
        secciones van a ser luego designadas a diversas personas y un
        primer borrador va a ser producido esta semana. (tan lejos
        como sea posible) basado en los documentos previos.
        
        Hacia el final de la semana se realizará una reunión para leer
        el primer borrador, las sugerencias de cómo corregir e
        identificar asuntos potencialmente difíciles. Con esperanza,
        habrá una hora para una primer discusión sobre estos temas esta
        semana.
        
        El trabajo continuará en línea con dos versiones sucesivas que
        serán circuladas para recibir aportes y una versión final para
        adhesiones.
        
        Necesitamos ver como resolver la pregunta sobre traducciones
        para el proceso de consulta y el documento final, así como los
        costos de impresión.

        Proposed Work plan for drafting CS alternative declaration or 
        document
        
        There is agreement on the idea of drawing up an "alternative 
        declaration" or "civil society statement", based on the wealth 
        of proposals and content we have produced over the past year.  
        The following is a proposal for how this could be produced, as 
        discussed in a first working group meeting on Friday.  It will 
        be presented to the CT group for further discussion.  Comments 
        from outside are welcome.
        
        Criteria:  
        
        The document will draw on and enrich the content produced by 
        civil society in the WSIS process, with the different 
        consensus documents as a basis, but also drawing on caucus 
        documents and other input.
        
        It will attempt to reflect an overall consensus position, 
        rather than a juxta position of diverse input on different 
        issues, which will require further debate on some issues.  
        Where consensus is hard to reach, it may not be forced, but 
        reference could be made (inside or outside the main text) to 
        "challenges" that will need further debate in the next phase 
        of the WSIS process.
        
        The document will not try to mimic the structure of the 
        official declaration nor will be a comment on it as such 
        (although reference can be made).  It will state the issues as 
        civil society envisions them.
        
        The document will be conceived as both a contribution to the 
        debate within the WSIS process and for raising awareness on 
        the issues among a broader group of organizations and 
        individuals.  It must therefore help to frame the issues and 
        use lay language.
        
        Length will not necessarily be restricted, though if 
        appropriate a summarized version could also be produced.
        
        Drafting Process:
        
        A compilation is being made of previous civil society 
        consensus documents, which will also be summarized in an index 
        of themes.  A working group has been set up (participation is 
        open to others, including those not in Geneva) that will first 
        discuss the structure of the document (using the index as a 
        basis).  Sections will then be assigned to different people 
        and a first draft will be produced this week (as far as 
        possible) based on our previous documents.  Towards the end of 
        the week a meeting will be held to read the first draft, 
        suggest how to edit and identify potentially difficult issues.  
        Hopefully there will be time for a first debate on these 
        issues this week.
        
        Work will continue on-line with two successive versions being 
        circulated for input and a final version for endorsements 
        before December.
        
        We will need to see how to resolve the question of translation 
        for the consultation process and of the final document, and 
        printing costs.
