December 8, 2003, Geneva

Dear Madam/Sir:

Mandat International is a Geneva-based non-governmental organisation, which 
aims to promote international cooperation. We run the Welcome Centre for 
Non-Governmental Organisations and Delegations, which supports the 
participation of non-governmental representatives from developing countries 
in international conferences. We also coordinate the World Civil Society 
Forum (for further information, please see www.mandint.org and 
www.worldcivilsociety.org).

On December 8, 2003, we are organising in Geneva a consultation meeting 
aimed at discussing the cooperation between civil society and the UN system,

and, in particular, the problems facing non-governmental organizations from 
developing countries. This one-day meeting aims at bringing our contribution

to the ongoing work of the "Secretary-General’s Panel of Eminent Persons on 
Civil Society and UN Relationships". High level representatives of the UN 
will attend to the meeting and, in particular, Mr. John Clark, Project 
Director of the Panel. Accordingly, this will be a unique opportunity for us

to have our conclusions and recommendations directly conveyed to the UN. In 
addition, a meeting with the Panel is already scheduled mid-December. 
Finally, a larger civil society meeting will most probably take place in 
July 2004 to continue the work and address the Panel’s conclusions presented

to the Secretery General in April.

We propose to bring together non-governmental representatives from 
developing countries covering the various regions and fields of activity.  
Accordingly, we are keen for your organisation as well as for the members of

your regional Bureau to be represented at the meeting. Hence, we would be 
most grateful if you could forward this e-mail to the members of your group 
(or, alternatively, provide us with their contacts so that we can contact 
them directly). Unfortunately, we are not in position to reimburse the 
participants for their costs, which is why we have set the meeting just 
prior to the WSIS so that we can take advantage of the presence, in Geneva, 
of a number of civil society representatives.

If you are interested in taking part in the proposed meeting, please 
complete the form below and return it to us by e-mail as soon as possible. 
Also, thank you for your help in passing on the message to relevant 
organisations. We will send you additional information shortly.
