This conference will look at the ways in which migrant workers are exploited and the measures needed to better protect both migrant and domestic workers in economic hard times. The Institute, working with academics and other experts led by Bernard Ryan at the University of Leicester, is publishing a new book about the plight of migrant workers. This conference will launch this new publication.</span><o:p></o:p></p><p style='line-height:14.4pt;background:white;orphans: auto;widows: auto;-webkit-text-stroke-width: 0px;word-spacing:0px'><span style='font-family:"Arial","sans-serif"'>Increased immigration in the UK began in the early 2000s during an apparent economic boom and the growth of the service sector. The economic crisis which began in early 2008 and the increased number of migrants coming from central and Eastern European States, led to the political attractiveness of more restrictive policies. More recently, the Coalition government has adopted a number of policy positions to limit labour migration such as a target to reduce migration to 'tens of thousands', a cap on non-EU economic migrants and limits on labour migration from EU accession states.</span><o:p></o:p></p><p style='line-height:14.4pt;background:white;orphans: auto;widows: auto;-webkit-text-stroke-width: 0px;word-spacing:0px'><span style='font-family:"Arial","sans-serif"'>However, despite these attempts, there has not been a marked decline in the level of employment of migrant workers. In 2010-11 net migration returned to around 250,000 per annum and the most recent estimates are that 14% of the workforce are now foreign born.</span><o:p></o:p></p><p style='line-height:14.4pt;background:white;orphans: auto;widows: auto;-webkit-text-stroke-width: 0px;word-spacing:0px'><span style='font-family:"Arial","sans-serif"'>For many years, the Institute has contributed to the policy debate surrounding the issue of labour migration. This conference and publication will continue the work begun to 2005 in our report,<span class=apple-converted-space> </span><span style='color:#773B6A'><a href="http://www.ier.org.uk/node/132"><span style='color:#773B6A'>Labour Migration and Employment Rights</span></a></span>.
